Why there's no upload step

YouTube recommends 1280×720 pixels for custom thumbnails (a 16:9 ratio), and images outside that ratio can get cropped unpredictably when YouTube generates its own preview sizes. Resizing to the exact recommended dimensions first — locally, in your browser — keeps you in control of the framing.
