Why there's no upload step
30KB limits show up on application portals, ID-photo uploads, and registration forms across banking and education. It's enough budget for a clear passport-style photo if the dimensions are sensible. The tool binary-searches JPEG quality entirely in your browser until your image fits under the cap.

Yes for a passport-style photo at typical form dimensions (up to ~600px). For larger images, resize down first and the quality improves dramatically.
The result is still slightly over — why?+
It shouldn't be — the tool only returns a file at or under the target, or tells you when the image can't fit even at minimum quality (fix: resize smaller first).
